Since I am uncertain of your context, whether you are waiting for a reply to an earlier post, or wondering about submitting a resume for a job and wondering when you will hear back, I will choose option two, and answer.
If you have applied for a position through email, or in response to a job posting, and you have not heard anything, I suggest placing a call. You can do so by seeking the phone number via the internet, and ask to speak to someone in HR. You can ask for their assistance, or asked to be transferred to the hiring department. As an HR Manager and Recruiting Professional for many large and small businesses, I appreciate this pro-active measure taken by applicants. I am happy to share the status of the position, and it let's me know you are genuinely interested. I even welcome a follow-up call, or two. Much action beyond that can turn to disfavor and be viewed negatively.
Also, with technology, companies should be responding to applicants. If they are not, then perhaps they are not the right fit for you -- that's for you to determine.
