Is it okay to transfer to more than one college in a life time? I've heard that most people don't stay at one college, because of educational/budget issues and other colleges would help them with that. I'm worried that future jobs would look at my educational records and see that I tend to not stay put and won't accept me.

There are no major concerns with attending a couple of different colleges during your education process-many students attend a junior college for 2 or 3 years and then attend a four year university to complete their degree. Most employers aren't concerned that you attend more than one college but are more interested in your grades and progress in each institution. That said, switching to many different schools-every year or so-can show a lack of stick with it ness and may raise red flags with some potential employers. I would suggest that you try to complete a minimum of two years at each school instead of switching on a semester or yearly basis.
