Join a drama group. Act in plays. Make youtube video skits. Try to find friends who need actors in shorts.

Join any Film and TV meetup groups on meetup.com or other group websites.

Just find experience, from this experience you can build a portfolio and a resume. Get a good headshot. Then you need to start auditioning for parts in commercial plays and movies. The more experience the more likely you are to get the part. Have a thick skin and be prepared to be turned away a lot. But be determined that you'll make it. During this time, you'll probably want a second source of income to pay rent, etc. If you have talent, eventually you'll start getting work. Once you make enough connections and get a steady flow of acting jobs, you'll be able to start doing it full time.
