Speaking from experience I can say that Ball State University (Indiana) offers top-notch film production/tv broadcast/radio broadcast programs. I can also say the same of Taylor University (also in Indiana) - by far THE BEST place to go if you're looking for any kind of career in journalism/broadcast/film. Taylor's media communication department has won countless awards over the past several years, and its film students have even won Emmys. Taylor is a Christian University, a private school- which has its benefits because class sizes are smaller and more hands-on. So if you're looking to be a big fish in a small pond and have teachers that actually care about you, that's the way to go.

But most universities have student-operated radio stations that you can jump in and be a part of. So I'd first look for a school that offers broadcast/film.
