A college that has accredited engineering programs. If you have a specific degree field that you like, go visit those colleges and see what they have to offer. The keys are to note if the courses are hands on a portion of the time, deal with applicable subjects, have a high return on investment (ROI), affordable, and lead into a career you can enjoy.

There is no one best college for anyone plus there are many great colleges across the country that offer engineering degrees. In the end, you'll make the best of wherever you end up for college. What are your priorities? What kind of college setting appeals most to you (urban, suburban, rural, etc.)? What size college do you think you'd like? What about cost? How will you pay for college? Will you be ready for a university right out of high school or should you start at a local community college first and then transfer to a university?

Sorry to have more questions than answers, but you need to narrow your search.
