My immediate answer is that you need to get those skills. Qualifications for positions now more and more carry with them expectations of modern communication skills, both personal and technological.

Even within smaller communities there are sources of help. The first that springs to mind is your public library. If you are lacking connectivity at home, almost certainly you will find it there. Also, seek out community-based adult learning programs which provide training in current communication skills.

Your resume is not "set" yet. You can add to it and strengthening your "skills" section should be a top priority.
