I have a Bachelors degree in Office Systems Administration (Secretary) and a Masters degree in Human Resources. After 5 years of graduating of my MBA in HR I have not being able to land a job not even as an entry level in the Human Resources field. I am planning to go back to school or take a review HR course. How can I get a job in the HR field without experience after so long?

I understand your frustration and it would lead many to spending and wasting lots of money on continuing education if you are not guaranteed a position. I would suggest you look into a possible internship with the federal government. This is a good time to apply for summer interships. When you get in to the internship position- you will prove to them that you are capable and they may keep you for a permanent or even a contract postion within... Hope this helps!
