I have been working at Target for over a year as a Human Resources employee. I really enjoy what I do there and I would like to continue working in HR at another company because I would like the opportunity to grow and learn more. What steps can I take to make my resume more competitive for a job in HR?

This is great that you are enjoying Human Resources, as that is my field and I truly enjoy it, as well. I also have a resume business, so I can give you great tips on how to format your resume. First, you need to make sure that your "Objective" is short and to the point, expressing that you are an HR Professional and looking for a great opportunity within this field. Secondly, you need a "Key Skills" section, with bullets listing any HR skills that you may have. Thirdly, it would be great if you have a degree in Human Resources Management or some type of HR Certification, such as a PHR, to display underneath your "Education" section. Last, but not least, make sure under "Working Experience" or "Professional Experience", you list your Target experience and the HR duties in bullets.
