With your background and a degree pending why not transition to an underwriting position? Having spent a career at various levels in the industry I have to say that I personally would avoid the HR role as it frankly seems to be shrinking unless you get into the Training side. Now with your CSR background you would have skills that might interest a companies Training Department. Alternatively, if you like working with agents and insureds and are (usually) willing to travel the Marketing may be your cup of tea.
You have been in the business and with your employer long enough to be able to sense where you would like to be. While I don't know your company I can say that many commercial carriers use their underwriters in a Marketing role because there is nothing that an agent likes better than to sit down with someone who has the "pen".
For either of these career paths a business degree would be useful as would a CPCU.

Get a degree in business with a concentration in HR. You could add a marketing minor if you can. This would allow you to leverage your experience in the insurance industry while opening other doors in both the HR and marketing field. You said that you are not sure what you want to study, so what don't you want to study?
