I'm assuming you are a college senior. Is there a department of civil engineering, or engineering in general, at your school that you could take classes in? Is there an engineering student organization? What resources exist at your school for people interested in civil engineering? Finding other people with the same interests should help you learn about the various paths you can take, and you might learn about opportunitues to demonstrate your interest and aptitude, which is definitely something that grad schools will look for.

If you can't find any, is there a professor you have who might be a good person to ask for guidance? A professor will have a larger and more developed network of professional colleagues, and they might know someone who will be able to talk with you about how to get where you want to go.
