I transferred to Berkeley from a CC so I can provide some specific feedback about Berkeley. First, Haas is extremely tough to get into as a transfer. I applied to economics b/c the acceptance rates were higher (though still very low). I ended up majoring in econ but also took a ton of Haas classes. This helped me get into investment banking. Point is, if you want to go to Berkeley, you might be better of applying to econ or another similar major and then taking Haas classes.
Most importantly, you need to have good grades in challenging courses and be able to convey, coherently, why you are at a CC or a different university. Be able to explain how you have gone about bridging the gap between where you are now and Berkeley. Did you mess around in HS and not have the grades to get in but now you have turned it around, etc? That story is crucial.
Hope this helps.
